Soon
after the Glynn Environmental Coalition (GEC) formed, the Glynn County
Commission made a request for a community group to apply for a U.S.
Environmental Protection Agency (EPA) Technical Assistance Grant (TAG) for
the Hercules 009 Landfill Superfund Site (Site). The purpose of the
technical assistance was to keep our community informed and involved in the
decision-making process during the investigation and remediation of the
Site. Early in 1991, the GEC applied for the EPA Technical Assistance
Grant, which was issued by the EPA on May 15, 1992. The EPA grant paid 80%
of the costs for technical assistance, and the GEC and Glynn County paid
20%.
Technical assistance was used throughout the Superfund process as the Site
was investigated (Remedial Investigation), options to protect human health
and the environment were evaluated (Feasibility Study), and the decision was
made about what to do with the Site (Record of Decision). The Federal
Court ordered Hercules to perform specific work at the Site in the legally
binding Record of Decision. Plans were developed to contain the Site
(Remedial Design), implemented (Remedial Action), and monitoring conducted
to asses the work performed. In addition to these normal phases during the
investigation and remediation of a Superfund Site, significant deviations
from normal and expected procedures defined under Superfund law were
encountered during the period the GEC was providing technical assistance to
our community. See “Lessons Learned”.
The GEC has now closed out this Technical Assistance Grant. This does
not mean, however, that our work on this site has ended. The GEC will
continue to push for a real clean-up in order to protect the health and
economic well-being of our community.
